"Charitable choice" is not
finding many takers
The New York Times, in a story datelined
October 17, 2000, reports that the government's reliance on church
groups to fill in many of the gaps left by "welfare reform"
has not worked as expected. While both Gore and Bush express support for
"charitable choice," in fact relatively few religious groups
have come forward to work on behalf of the government, with government
funding, to aid the poor.
The reasons may be complex, including lack of
awareness of the program, and reluctance or inability to deal with the
rigorous guidelines for becoming a contractor for the government.
